Our partners provide valuable services in the community, as they are our eyes and ears, and hands and feet. They become the face of our program in many ways. BCI has contracted with several agencies around the state to provide case management services to our participants. Additionally, we contract with private individuals to provide direct remediation services. Finally, we maintain close relationships with court staff, attorneys, and the state mental health institutions. This allows us to provide seamless, superior, cost-effective programming.

 

Case Management 
Case Management services for the OCRP are delivered by regional providers: Adult Care Consultants, Inc. (ACC) in the Fox Valley area, Lutheran Social Services (LSS) in the western and northern counties, and Wisconsin Community Services, Inc. (WCS) in southeastern Wisconsin.

ACC
Adult Care Consultants, Inc. was established in 1992. Its mission is to provide the best possible community-based services. Although ACC serves a diversity of clients, ACC has developed expertise and desire to serve persons with mental illness, based on a recovery model.  ACC’s professional staff of social workers and case managers provide individualized services through a process of:  assessment, care planning, and monitoring.

LSS
Lutheran Social Services offers a variety of services throughout Wisconsin and Upper Michigan. With the help of over 1,400 employees, LSS provides services across a person’s lifespan, addressing a variety of conditions. Services are available for children and families, adults, older adults and persons with disabilities. Services are open to all, regardless of religious affiliation or background.

LSS conducts its ministry on behalf of 500,000 Wisconsin and Upper Michigan Lutherans in nearly 800 congregations in the Evangelical Lutheran Church in America (ELCA). In 2011, LSS offered over 340 programs at over 250 sites in 90 communities throughout Wisconsin and Upper Michigan. 

 

WCS
Wisconsin Community Services, Inc. is a 501(c) 3 non-profit agency with more than 40 programs that provide a variety of services in southeastern Wisconsin. WCS has been serving many of Milwaukee’s most disenfranchised and highest risk residents for 100 years. When the organization was founded as the Wisconsin Society for the Friendless in 1912, the mission was solely to help people who were incarcerated and assist the families left behind. The organization has evolved through the years, changing its name and expanding populations served as a response to growing community need. But the spirit of being a “Friend of the Friendless” remains in the agency’s mission today.

Court Liaisons

Wisconsin Community Services, Inc. is the State Department of Health Services (DHS) contracted service provider for the statewide Court Liaison and Forensic Tracking services. This program provides case consultation and education to the court, maintains tracking and collects data for DHS on all the different phases of proceedings under WSS 971 and works collaboratively with the various stakeholders that are involved with these types of cases to address system issues as needed.

Mental Health Institutes and Secure Facility
The Division of Mental Health and Substance Abuse Services, under the auspices of the Department of Health Services, operates two psychiatric hospitals:  Mendota Mental Health Institute and Winnebago Mental Health Institute. If a defendant is not suitable for outpatient remediation or is removed from the outpatient program, an immediate referral is made to the state mental health institutions (MHI).  The MHIs determine which facility is more suited to the needs of the defendant.  If a defendant is already on probation, it is likely they will be transferred to the WRC rather than one of the MHIs.

As of March, 2014, the Division of Mental Health and Substance Abuse Services (DMHSAS) is implementing changes to have WMHI be the single point-of-referral for civil patients and forensic women; and MMHI be the single point-of-referral for forensic male patients. MMHI’s Geropsychiatric Treatment Unit (GTU) will continue to provide services for elder adult civil patients. This realignment of programs will allow WMHI to focus on providing quality, cost-effective mental health services to persons involved in civil commitment processes (in addition to serving female forensic patients.)

Mendota Mental Health Institute, located in Madison, Wisconsin, provides mental health services to adults, adolescents and children. It provides inpatient services to both civilly committed and forensic patients who are committed as a result of a criminal proceeding.  It is a licensed and accredited hospital, which complies with the requirements of the Joint Commission on Accreditation of Healthcare Organizations (JCAHO) and Federal Titles18 and 19.

Winnebago Mental Health Institute, located near Oshkosh, Wisconsin, provides specialized inpatient psychiatric evaluation and individualized multidisciplinary treatment for both civilly committed and forensic patients. It serves children, adolescents, and adults. It is a licensed and accredited hospital, which complies with the requirements of the Joint Commission on Accreditation of Healthcare Organizations (JCAHO) and Federal Titles18 and 19. In addition, the institute provides consultation and training and education services to students and practitioners in the mental health field.

WRC The Wisconsin Resource Center, located near Oshkosh, Wisconsin, is a Department of Health Services medium security facility, providing individualized care for inmates transferred from Department of Corrections medium and maximum security institutions. Its mission is to provide specialized mental health treatment, rehabilitation, training and supervision to inmates serving criminal sentences. These individuals have been transferred to the Wisconsin Resource Center because their behavior poses problems to themselves and others in correctional environments where appropriate treatment may not be available.
