OCRP Partners

Our partners provide valuable services in the community, as they are our eyes and ears, and hands and feet. They become the face of our program in many ways. BCI has contracted with private individuals to provide direct remediation services. Finally, we maintain close relationships with court staff, attorneys, and the state mental health institutions. This allows us to provide seamless, superior, cost-effective programming.

Court Liaisons

Wisconsin Community Services, Inc. is the State Department of Health Services (DHS) contracted service provider for the statewide Court Liaison and Forensic Tracking services. This program provides case consultation and education to the court, maintains tracking and collects data for DHS on all the different phases of proceedings under WSS 971 and works collaboratively with the various stakeholders that are involved with these types of cases to address system issues as needed.

Mental Health Institutes and Secure Facility
The Division of Mental Health and Substance Abuse Services, under the auspices of the Department of Health Services, operates two psychiatric hospitals:  Mendota Mental Health Institute and Winnebago Mental Health Institute. If a defendant is not suitable for outpatient remediation or is removed from the outpatient program, an immediate referral is made to the state mental health institutions (MHI).  The MHIs determine which facility is more suited to the needs of the defendant.  If a defendant is already on probation, it is likely they will be transferred to the WRC rather than one of the MHIs.

Mendota Mental Health Institute, located in Madison, Wisconsin, provides mental health services to adults, adolescents and children. It provides inpatient services to both civilly committed and forensic patients who are committed as a result of a criminal proceeding.  It is a licensed and accredited hospital, which complies with the requirements of the Joint Commission on Accreditation of Healthcare Organizations (JCAHO) and Federal Titles18 and 19.

Winnebago Mental Health Institute, located near Oshkosh, Wisconsin, provides specialized inpatient psychiatric evaluation and individualized multidisciplinary treatment for both civilly committed and forensic patients. It serves children, adolescents, and adults. It is a licensed and accredited hospital, which complies with the requirements of the Joint Commission on Accreditation of Healthcare Organizations (JCAHO) and Federal Titles18 and 19. In addition, the institute provides consultation and training and education services to students and practitioners in the mental health field.

WRC The Wisconsin Resource Center, located near Oshkosh, Wisconsin, is a Department of Health Services medium security facility, providing individualized care for inmates transferred from Department of Corrections medium and maximum security institutions. Its mission is to provide specialized mental health treatment, rehabilitation, training and supervision to inmates serving criminal sentences. These individuals have been transferred to the Wisconsin Resource Center because their behavior poses problems to themselves and others in correctional environments where appropriate treatment may not be available.
